At Utica United Inc., our Board plays a crucial role in guiding our strategic direction, overseeing operations, and ensuring financial compliance. Comprised of dedicated members familiar with the geographic area we serve, each brings valuable experience in business, public service, community, or management. Upholding transparency and accountability, all financial disclosures, including our 990s, are readily available for public review.

Decisions at Utica United are made through democratic processes, with each board member having an equal voice. Regular board meetings are held monthly to discuss key initiatives and address emerging needs, with additional meetings scheduled as required to address urgent matters promptly.

Dayrl Koppel

Dayrl Koppel, an entrepreneur with over 50 years of business ownership, proudly calls Utica, Indiana, home. As the Owner of Koppel Building and Construction, he embodies the spirit of entrepreneurship and self-reliance. Dayrl’s dedication to his community is evident in his commitment to helping others, with community service being paramount in his life. Guided by his faith, he approaches both his personal and professional endeavors with integrity and compassion. Outside of work, Dayrl enjoys staying active through activities like pickleball and cycling, finding joy in the simple pleasures of life.

Mike Stillwell

Mike Stillwell, a retired U.S. Army Master Sergeant, and Secretary for Utica United Inc., embodies core values of selfless service and a profound commitment to community betterment. With humility and dedication, he co-founded Utica United Inc., utilizing his leadership skills to advance its mission of serving others. Mike’s belief in the importance of being part of something greater than oneself guides his actions, and he is inspired by those around him who share a desire to make a meaningful difference in the community. In his leisure time, Mike enjoys the tranquility of hunting and fishing, finding solace and joy in nature’s embrace.

Dr. Tim McDonald

Dr. Tim McDonald brings a wealth of diverse experience, blending education and business acumen. With a background in secondary education and political science from Indiana University, he transitioned into business development, working with industry pioneers like Dialog Information Services and Dow Jones News in over 30 countries. Tim’s leadership is marked by creative problem-solving and tenacity, earning praise from colleagues. In education, Tim served as a “turnaround” principal, taught high school students, and supervised student teachers. He holds a Master’s in Education Administration, a Master’s in Advanced Leadership Research, and a Doctorate in Organizational Development and Leadership. Currently an Adjunct Professor at Indiana Wesleyan University, Tim continues to inspire future leaders in both business and education.

Frankie Garrett

Frankie Garrett is a seasoned small business owner, Frankie brings over three decades of expertise in construction through Garrett’s Construction, Garrett’s General Grocery, and Garrett’s Goodies. Co-founding Utica United Inc., his dedication extends to revitalizing and restoring old structures, fueled by a passion for preserving our community’s heritage. Outside of work, he finds solace and purpose in nurturing his garden and actively giving back to our vibrant community.

Regina Jeannie Young

Regina Jeannie Young, a Jeffersonville native with 45 years of residence, now calls Charlestown home. Retired from the Postal Service, Regina brings invaluable organizational skills and attention to detail to her role as a co-founder of Utica United Inc. Her experience from the Post Office lends a unique perspective to the Utica United board of directors, emphasizing efficiency and effective communication. Beyond her professional endeavors, she cherishes moments spent with her family and cares for her seven beloved pets.

Travis Stillwell

Travis Stillwell, a proud husband, father, and grandfather, serves as President of Stillwell Engineering. Born and raised in Charlestown, IN, Travis is deeply rooted in his community and passionate about fostering youth access to activities. As a Navy Veteran, he brings a wealth of experience and dedication to his endeavors. Travis is also known for his love of dogs, embodying compassion, and loyalty both in his personal and professional life. With a steadfast commitment to community support, Travis channels his leadership and dedication to creating opportunities for the next generation.

Roger Frantz

Roger Frantz, a Certified Public Accountant, has been in the accounting business since 1990, owning his own practice Roger A Frantz PSC, since 1996. He enjoys working with small businesses to help them grow and make an impact on their communities. He is an avid sports fan and enjoys spending time with his 6 kids, his grandson and has 2 more grandkids on the way.
